You are a United States citizen

You are not in prison or on parole for a felony conviction
You have not been judged by a court to be mentally incompetent

To locate general election polling locations, check the California Secretary of State's website one month prior to the election date. (*Precincts with fewer than 250 voters will be automatically sent vote-by-mail ballots rather than setting up a polling station.)

Any registered voter may sign up to vote-by-mail by writing to their county elections official, completing the vote-by-mail ballot included in their sample ballot or by downloading and completing a vote-by-mail application. To register to vote in the state of Arkansas, an individual must meet the following requirements:

Be a U.S. citizen.
Be an Arkansas resident 31 days before the first election in which you will vote.
Be age 18 or turn 18 on or before the next election.
Not be a convicted felon whose sentence has been discharged or pardoned.
Not be presently adjudged as mentally incompetent as to your ability to vote by a court of competent jurisdiction.
Not be registered to vote in another county in Arkansas or another state.

Voting can be conducted three different ways in the state of Arkansas.

Go to the polls on election day between the hours of 7:30am and 7:30pm.
Vote early, which can be done at the county clerks office. The window for this method of voting varies on the nature of the election, example special election have specific hours you can turn up and vote whereas general elections you can cast your vote during the county clerk's regular business hours.
Absentee voting, which is restricted to due cause. This means that the voter must have proof of unavoidable conflict or illness once that requirement is fulfilled the voter is free to submit an absentee ballot. The ballot should be submitted by election day if mailed in and by the close of the business day before the election if dropped off in person.

Voting Equipment
Depending on the system chosen by their county, voters in Arkansas use either an electronic touchscreen (also called direct-recording electronic, or DRE) or optical-scan paper ballots.

DRE - Features a large ballot mounted on a touch-sensitive panel. For each voter, poll workers activate the system and choose the appropriate ballot style using a panel on the back of the machine. The voter then touches numbered boxes beside each choice. Flashing lights indicate races for which the voters has not yet voted.
Optical Scan System - Voters mark paper ballots that are fed into a scanner located at either the polling site or at a central location in the county. The scanner reads the ballots electronically and totals the votes after the poles close. Scanners will alert voters to over-voted races and under-voted ballots. Voters must check their ballots very carefully before placing them in the ballot box because once the ballot is accepted by the machine or dropped into the ballot box, it is final.
iVotronic - Special features allow voters with limited mobility or impaired vision to vote privately without assistance. The iVotronic has a paper record that remains in the machine but allows voters to verify their vote as it is made. Officials will use the paper printout for any recounts that may result.

Alaska uses Premier Elections Solutions GEMS 1.18.24 ballot tabulation software to program the memory cards used in the optical scan and touch screen voting units.
Ballots are processed in three different ways:

Hand-Count: This method is usually reserved for rural areas with few voters, votes are prepared in tally books and then uploaded to the GEMS software (135 hand-count precincts in Alaska)
Optical Scan: Most commonly used system, After voter votes, the voter inserts the ballot into the optical scan unit attached to ballot box. (304 optical scan precincts in Alaska)
Touch Screen: Votes get cast by touching button on screen and then verify paper trial to insure vote is accurate then votes get uploaded to GEMS software to determine election results.

Connecticut

Summary

Meet the criteria to register to vote in Connecticut.

U.S. citizen and a resident of Connecticut. Convicted felons serving time or on parole are not eligible.
Complete the voter’s registration form in person and show your ID at the local town hall. Residents may register at age 17, vote at age 18.

Print and complete the online State of Connecticut Mail-In Voter Registration form, and mail it to the local Registrar of Voters in your town.
Verify identity. If an application to vote is approved, but the resident has not verified their identity yet, they must show valid ID when voting for the first time.

Register in person at least seven days before an election or by the last business day before a primary. If registering by mail, the application must be postmarked five days before a primary or 14 days before an election.
Voter confirmation will arrive by mail within three weeks.

Summary

Polls are open from 7 a.m. until 7 p.m. on election day. Any voter who is standing in line at 7 p.m. is eligible to cast a vote.

When you go to the polling place to vote, you will be asked to provide a current and valid picture identification with a signature. Approved forms of picture identification are: Florida driver's license; Florida identification card issued by the Department of Highway Safety and Motor Vehicles; United States passport; debit or credit card; military identification; student identification; retirement center identification; neighborhood association identification; and public assistance identification. If the picture identification does not contain a signature, you will be asked to provide an additional identification with your signature.

If you do not have identification, you will be allowed to vote a provisional ballot.

Voter Qualifications To register to vote in the state of Georgia, you must be:

A citizen of the United States
A legal resident of Georgia and of the county in which you wish to vote
At least 18 years of age by election day

Also, you may not register to vote if you are currently:

In the state of Georgia, you do not have to register by political party to vote in the state's regular primaries or general elections.

Advance voting allows any registered voter to cast a ballot IN PERSON October 27, 2008 through October 31, 2008, which isthe week prior to an election. At the advance voting office, you must fill out an application and provide one of the permitted forms of identification.You will then be issued a ballot that must be filled out and cast while you are in the office. Please note that you cannot vote on the day immediately preceding the Tuesday election. Traditional polling places will be open on Election Day. However, if you choose to advance vote you cannot cast another ballot at your precinct on Election Day.

As there are approximately 8,000 ballot styles within the state of Georgia due to various district lines, sample ballots are available through your county or municipal election superintendent's office at your polling place on election day or prior to an election upon request. Georgia Election Deadlines

All voting equipment in Geogria is provided by Diebold Election Systems. Georgia officials finalized a $54 million agreement with Diebold Election Systems in May, 2002 to replace the state’s outdated election equipment with more than 19,000 new state-of-the-art touch-screen voting stations.

If your name is found on the voter list, you will be issued a voter access card and admitted into a voting booth to cast your vote using an electronic touchscreen voting unit. After you cast your ballot the machine will automatically eject the voter access card and you will return the card to a poll official. Instructions on how to operate the electronic touch screen voting unit are posted at each polling place and you may ask a poll official for assistance.

Additional Notes:

Georgia law requires employers to grant their workers up to two hours to vote on the day of an election. However, the employer is authorized to specify the hours which an employee may use. This provision does not apply to employees whose hours of work begin at least two hours after the polls open or end at least two hours before the polls close. There is no obligation for an employer to pay the employee for the time taken to vote.
A voter may receive assistance at the polls if they are unable to read the English language or if he or she has a physical disability that renders them unable to see or mark the ballot, operate the voting equipment, or enter the voting booth. In order to do so, everyone, except those that are blind, must take an oath showing the reason they need assistance.
Children under the age of 18 may accompany a parent into the voting booth. However, they may not be disruptive or interfere with the voting process, vote the ballot or operate any function of a vote recorder or voting machine.
No person may campaign; distribute literature of written or printed matter of any kind; wear campaign buttons, signs, pins, stickers, T-shirts, etc.; circulate petitions; or perform similar activities within 150 feet of the building in which a polling place is located.

Who can vote?

Anyone who is properly registered may vote in any election.
Only individuals who are United States citizens and residents of Hawaii are qualified to register to vote.
Incarcerated felons [HRS 831-2] and people adjudicated mentally incompetent are not allowed to vote.

How do you register to vote?

There are several ways to register to vote:

Fill out the WikiWiki Voter Registration form and mail it in to your county office.
Visit the Office of the County Clerk where you reside to fill out the WikiWiki Voter Registration.
When you apply for your driver’s license at the Department of Motor Vehicles the Application for Motor Vehicle Driver’s License also contains a Motor Voter Affidavit on Application for Voter Registration allowing you to simultaneously apply for a driver’s license and register to vote.

Where do you vote?

You will be notified of your polling place with the Notice of Voter Registration and Address Confirmation (NVRAC) card which your county clerk will mail to you.
Polls are open from 7:00 a.m. to 6:00 p.m. You may also absentee vote at absentee walk-in polling places or by mailing in an absentee ballot if you are unable to make it to the polls on election day.
Be sure to have your picture ID with a signature on it for verification of your identity. You will be asked to sign a poll book to record that you voted at that polling place. Your Voter Registration Notice is NOT an acceptable form of identification.

Disability Accomodations

Any voter who requires assistance to vote (by reason of physical, visual, hearing impairment or inability to read or write English) may be given assistance by a person of the voter’s choice, as long as the person who is helping is not the voter’s employer, agent of the employer, or agent of the voter’s union.

What to do when you get to the Polling place?

1. Go to the Information and Ballot Demonstration Station located outside the polling place. A precinct official will:

Assist voters in checking that their name is on the List of Registered Voters;
Verify that the voter is at the correct polling place;
Verify that the voter is properly registered; and
Instruct the voter in the proper voting procedures.

2. Proceed to the Poll Book Station. Names are arranged in the poll book alphabetically by last name. Go to the alpha line that corresponds to the first letter of your last name. You will be asked to:

Verify your identity with a picture ID (such as your driver�s license);
Verify the information in the poll book; and
Sign the poll book.

3. Ballot Issuing Station: The official at the Ballot Issuing Station will issue you ballots and a ballot secrecy folder. The amount of ballots you receive and the procedures for voting varies according to the type of election (special, primary, or general).

4. Ballot Box Station: Cast your ballot by depositing it into the precinct counter machine.

Summary

To be eligible to vote in the State of Delaware, you must be:

Resident of Delaware (proof required)
18 years of age
Mentally competent

Due to the passage of a bill in the 140th General Assembly, felons are now eligible to vote if they meet certain requirements.

The sentence and fines must be satisfied at least 5 years prior to the application date.
A felony conviction of the following disqualifies one of the bill's requirements: murder, sexual crimes, or crimes against the public.

Delaware was the first state to use Direct Recording Electronic (DRE) voting machines. Delaware uses the Danaher Controls ELECTronic 1242 Model 6T Direct Recording Electronic Voting Machine, Model 6 T.

The 1242 machines were first used in the 1996 State Primary Election and replaced Shoup lever machines that had been in use in Delaware since the mid-1950s.

All Americans can vote in the leisure of their home and be assured of a "paper trail" if they have a reason that they can't physically show up at a voting precinct on election day. Some Americans can do so simply by asking -- no justification required. States also have different timelines for registering to vote and for requesting an absentee ballot.

This wiki provides absentee voting information for all 50 states plus Puerto Rico. In addition, you can find general descriptions of the voting machinery used in each state.

This wiki was initially developed by University of Washington Communication students, Spring Quarter 2008.

This wiki is for students in COM460 (course syllabus).

Students are developing a resource relating to politics in the United States and are also learning how to use social technologies. Initially, we were thinking about a group blog, but a wiki seems a more appropriate technology for a collaborative effort; also, a wiki means that the resource can easily be kept up-to-date after the class ends. We'll see how it goes!

For May-June 2008, the only people allowed to post will be students in the class. After that time, it will be opened to anyone who is interested.

Summary
Voting for the General Election takes place on November 4th, 2008. Voters can go to the polling places indicated in their voting registration certificate that is sent to them from the Board of Registrars from 7a.m. to 7p.m. If by any case one is absent for the voting date, they can apply for the absentee ballot application and mail their voting slips with a copy of their identification to the Absentee Election Manager or personally deliver it. For military personnels or Alabama citizens overseas, there are information on the procedures on Federal Voting Assistance Program (FVAP) website. Voting is strictly confidential.

Deadline to register for absentee ballot in November 2008 election:October 30, 2008

Voting Equipment
All 67 counties in Alabama use the optical scan voting equipment. The company that provides the technology is ES&S, Election Systems and Software.
